Bold claim: a new five-storey hotel on Kent’s famed coastline could overwhelm the iconic seafront.

Premium plans to add another floor to a yet-to-be-built hotel have triggered worries that the structure would dominate one of Kent’s most recognizable coastal landscapes. Dover Harbour Board (DHB) seeks to expand its proposed ‘Electric Hotel’ at the Marina Curve site, boosting its capacity by 68 rooms.

Developers already secured planning consent for a 90-bed hotel across three and four storeys in 2020. They submitted a revised application to Dover District Council (DDC) in November last year, signaling a shift to a larger footprint.

DHB chief executive Doug Bannister says the size increase is essential to ensure the project can break even, noting that the hotel market conditions shifted dramatically after the initial approval.

The Dover Society, a civic group that advocates for high planning and architectural standards in the town, criticized the updated proposal. They argue the revisions make an already suboptimal design even worse, contending that the 158-room building would be “too tall” and would be a dominating, obtrusive feature that harms the waterfront’s iconic views.

Under the revised plan, the hotel would rise from four blocks to five. A rooftop restaurant and bar are included, and every room would offer sea views, marina perspectives, or cliff scenery.

Bannister told KentOnline that, following the original approval, the market for hotels “completely fell away.” He explained that the team has since sought new funding and operators to craft a workable scheme. If negotiations and funding align, construction could begin by the end of this year or early next year.

In a DHB statement, the revised proposal—developed in partnership with Electric Hotel Dover Ltd—describes an “improved plan” that responds to rising demand. The plan includes a restaurant and rooftop bar with views of the White Cliffs and Dover Castle and aims to meet upper-midscale hotel standards. The board emphasizes ongoing engagement with stakeholders and promises further information as redevelopment proceeds.

Residents and planners can review applications affecting them via the Public Notice Portal. This project forms part of the £250 million Dover Western Docks Revival, a long-running redevelopment in the area that has already delivered the Marina Curve and Marina Pier.
