Pubs are set to receive significant annual financial backing of £100 million following a widespread outcry concerning business rates. This support package, which is expected to be announced by Rachel Reeves, comes in response to alarming warnings about potential pub closures and job losses resulting from recent controversial alterations to business rates in England and Wales.
The announcement from the Chancellor is anticipated on Tuesday, particularly after government officials acknowledged their oversight regarding the full financial ramifications of the rates overhaul introduced during the budget announcement in late November.
While the final details of this crucial support initiative were still being confirmed as of Monday night, reports indicate that it will provide around £100 million annually specifically for pubs, according to Politico.
In addition to this support, the government is looking into reforming pub licensing regulations, which may include allowing longer operating hours. However, there is little expectation of a reduction in the VAT rate on alcoholic beverages such as beers, spirits, and wines.
The wider hospitality sector has also been advocating for financial relief; however, last week, Reeves clarified that the government’s current focus remains solely on the pub industry. "I understand the unique challenges that pubs are currently facing," she noted during her speech at the World Economic Forum in Davos last week. "My team has been collaborating with industry leaders over recent weeks to ensure appropriate support is provided, recognizing that the difficulties confronting pubs differ from those faced by other areas within the hospitality field."
In recent years, pubs have been under immense financial strain, grappling with escalating costs stemming from increased national insurance contributions for employers, hikes in minimum wage, soaring energy prices, and rampant inflation.
Analysis from the tax specialist firm Ryan revealed that due to these rising expenses, England and Wales witnessed the closure of one pub every day last year. The total number of pubs—including those that are vacant and available for rent—plummeted to 38,623 in 2025, a decline from 39,989 just a year prior.
During the budget, Reeves had previously announced a £4.3 billion assistance package aimed at offering some relief to businesses, intending to cushion the blow from the cessation of a Covid-era support scheme that had previously cut bills by 40%. Unfortunately, this relief has proven insufficient to counteract the steep increase in property tax bills triggered by the first revaluation of properties since the pandemic, effective from April.
The implementation of gradual relief caps was designed to span several years to ease the burden of escalating bills, yet industry representatives have voiced concerns that the increase slated for the third year is simply unaffordable.
According to the industry organization UKHospitality, pubs throughout the UK can expect an average hike of 76% in their business rates over the upcoming three years, while hotels are projected to endure an even steeper average rise of 115%.
Interestingly, James Daunt, the CEO of Waterstones, recently defended the government’s strategy regarding high street businesses, arguing that the adjustments to business rates are "sensible" and beneficial for shops located in economically struggling areas.
