The agreement with the Fédération des médecins omnipraticiens du Québec (FMOQ) suggests that physicians' compensation will be split as follows: 50% as a fixed amount per patient, 30% fee-for-service, and 20% hourly rate. This model also includes a 14.5% increase in the overall compensation envelope for family doctors by 2028, amounting to $435 million.
However, the question remains: will this new bill be enough to prevent doctors from leaving the province's public sector? Québec Solidaire health critic Guillaume Cliche-Rivard is skeptical, questioning how the new payment model will address this issue.
And this is the part most people miss: the negotiations between the government and the province's medical specialists, the Fédération des médecins spécialistes du Québec (FMSQ), are still ongoing. Health Minister Bélanger has stated that "anything is possible," leaving the door open for further changes to the compensation model for medical specialists.

Dr. Benoît Heppell, a family physician, sees Bill 19 as a sign of cooperation between the government and the FMOQ. He hopes that the funds received through the agreement will be used to encourage new physicians to pursue family medicine rather than emergency medicine. With the next provincial election looming in October, Heppell believes that all parties involved want to ensure the job is done correctly.
However, the damage caused by the initial controversy surrounding Bill 2 may already be done. Minister Bélanger is now revisiting several mistakes made by her government last fall, according to critics. The CAQ's health reform law has caused a bitter battle, and some argue that the government should have introduced a bill like this from the outset to prevent the panic and uncertainty that ensued.
